No Skirl Without The Drone - The Computerisation Of Administrative Legislation is a study of the process whereby state computer systems are specified in legislation. It examines the policy and legislative process in a structured way and proposes radical changes to the way in which legislation is written, including the structure and format of legislation, the scrutiny and oversight process.
In addition it also proposes a law reform process to bring the statute book into line with the modern world
The book draws heavily from the Gershon report into public sector reform and the Bichard Inquiry into the Soham murders but makes its proposal in the context of the Scottish Parliament and Government.

About The Author
Gordon Guthrie is the CEO/CTO of hypernumbers.com and has previously worked in senior IT positions for BT, Scottish Enterprise, Intelligent Finance and Direct Line Financial Services.
He was the SNP candidate for Linlithgow And East Falkirk in the UK General Election of 2005 and worked as the volunteer technical architect/strategist for the party in the run-up to the 2007 Scottish General Election
